Time zone changes from version 2009o1 to 2009p1:

A quick round of changes. Syria change is the most urgent.

* Steffen Thorsen informs that Syria has issued notification about
ending DST a week earlier than we thought it would happen, but in
retrospect it happens last Friday of October like last year. Doh!
So a rule change with expectation for future years seems
reasonable. Syria will end DST this Thursday midnight. WTE supposed
it to happen 8 days later.

* Hong Kong historical times - a few corrections to match up with
the tz database changes. Since japanese occupation of Hong Kong started
25.th. of December 1941 and ended 15.th. of September 1945 I will use
those dates for the GMT+9 period. Also since David Olson accepts the 1952
discrepancy as valid, (ending DST the 25.th. of October instead of the
26.th.) I will do so too. After all, there is a similar
discrepancy that was already part of the tz database for autumn 1953
so that makes it look more probable.

* There are reports that Novokuznetsk will revert to GMT+6 from the
28.th. of March 2010 (next time Russia starts DST) when they will
simply let the clocks continue unaltered and then in effect be on GMT+6
with DST instead of GMT+7. This will require a map change to implement
in WTE, so I refrain from doing that right now, also it will not happen
until next year. It will in effect create a new timezone.
