Time zone changes from version 2009e1 to 2009i1:

The urgent change right now is that Bangladesh will start DST June 20.th.
but there is no authoritative information about when it leaves DST.
However, Steffen Thorsen notes that in another note Bangladesh' minister
for power mentioned it might continue till the end of September. So a
guess has to be implemented.
