The urgent change right now is that Pakistan will start DST April 15.th.
and it will continue to 1.st. of November 2009. Pakistan implemented
DST in 2008, but did not inform about plans for 2009. Alexander
Krivenyshev informed of a plan of starting 1.st of May till November,
and now that the Cabinet has decided to implement the 15.th. of April.
Currently Pakistan has no DST for 2009 in WTE. Thanks to Alexander

This rule is applied for 2000, 2001 and 2002 as well.
Old Start Rule: Last Thursday of March 2002 at 0:00
New Start Rule: Last Thursday of March 2002 at 24:00
This rule is applied from 2002 until 2009 and beyond (although the future
is difficult to predict!)

Bank started DST in 2008 the Last Thursday of March at 24:00, which is
