Ouch, I sent a new timezone update yesterday, and today we receive
the news on the tz emailing list that Palestine has decided
to enter DST earlier than we expected. I received it 2 hours before
it would happen! Argentina at least gives 2 days of warning!!
It seems though that this news reached the Palestinian news page already
the 23.rd. of March, so this means they are no worse than San Luis.
An automated translation runs like this: "The Cabinet has decided to
start Daylight Time in Palestine by providing the clock 60 minutes from
midnight on Thursday, 26 March 2009 and continue until this time
the night of 27 September 2009". I assume here that night and midnight
is used as the same, and that we are talking abuot 27.th. of March at 0:00
and 28.th. of September at 0:00. Thanks to Alexander Krivenyshev for this

Old Start Rule: 1.st. of April at 0:00
New Start Rule: Last Friday of March at 0:00
Old End Rule: 29.th. of August at 0:00
New End Rule: Last Monday of September at 0:00
I doubt that these rules with "Last Friday" and "Last Monday" will last
even to next year, since 2008 and 2009 are so different, but at least
it does seem like a thought that these two dates are the last in the
month. Last year there were different DST rules for Gaza strip and
the West Bank (the two separate areas of Occupied Palestinian Territory).
