Time zone changes from version 2006n1 to 2006p1:

* There was already indication of that West Australia would apply
DST this year as early as 25 of October, see the links I give below.
From then on a tug of war between "supporters" and "againsters" of the
politicians in WA went on. Then on November 21 came the final answer that
West Australia had decided to apply DST 3.rd. December 2006, thanks
to Christopher Hunt for that. The DST trial will run during 3 years
and then there will be a public vote in WA if they want to keep it.

The rule changes for the 3 years are:

Start rule:  Last Sunday of October at 2:00
End rule:  Last Sunday of March at 3:00

However, since we have already past the start date for DST of 2006, it started
3.rd December at 2:00 this year (sorry for being a little late with this update).
