* Egypt has decided to leave DST at the eve of the first day
of Ramadan, according to an article in The Egyptian Gazette

which runs "Clocks to turn back in Ramadan.
Egypt will switch back to the winter time on the eve 
of the first day of the Muslim holy month of Ramadan, 
expected to start this year on September 24." It goes on 
to quote Magdi Radi, the Cabinet spokesman.

refines this information to inform that the change happens
instead at midnight between 21.st. and 22.nd. (midnight is the
usual time for DST changes in Egypt).

Old Rule : Last Thursday of September at 24:00
           ... would have been 29.th. of September 2006 0:00
New Rule : Friday 22.nd. of September 2006 at 0:00

* Syria will also leave DST early this year, we got an eamil
from Stephen Colebourne (from Jodatime) that according to 
IATA (the International Air Transport Association):

Standard time +2 hours
DST time +3 hours
Change from standard to DST:
2006-03-30T22:00
2007-03-31T22:00
2008-03-31T22:00
Change from DST to standard:
2006-09-21T21:00
2007-09-30T21:00
2008-09-30T21:00

I presume these are UTC times. Also that would make our
start date for Syria DST of 2006 1 day too late.

Old Start Rule: 1.st. of April 2006 at 0:00
New Start Rule: 31. March 2006 at 0:00

Old End Rule: 1.st. of October 2006 at 0:00
New End Rule: Friday 22.nd. of September 2006 at 0:00

That just happens to make Egypt and Syria leave DST at
the same time. What a coincidence! Or perhaps not ?
