Egypt will switch back to the winter time on the eve of the first day of the Muslim holy month of Ramadan, expected to start this year on September 24." It goes on to quote Magdi Radi, the Cabinet spokesman. http://news.gom.com.eg/gazette/pdf/2006/09/18/01.pdf refines this information to inform that the change happens instead at midnight between 21.st. and 22.nd. (midnight is the usual time for DST changes in Egypt).
