Time zone changes from version 2006d1 to 2006d2: Date : Thursday April 27, 2006 0:30 CDT File : 2006d2.txt Perhaps I'm jumping the gun this time before the dust settles, but several sources say Nicaragua will apply DST next Sunday, as "predicted" in versions 2006b1.txt and 2006b3.txt, as they did last year, apparently because of the rising oil prices. The articles http://www.elnuevodiario.com.ni/2006/04/26/nacionales/18036 http://www.elnuevodiario.com.ni/2006/04/25/nacionales/17960 http://www.worldtimezone.com/dst_news/dst_news_nicaragua01.html are talking about this. I have not found an official decree, nor any web page that says exactly when this DST will end in Nicaragua. In lack of better I put the rule as Last Sunday of April at 2:00 (confirmed) till Last Sunday of August at 2:00 (guessed). * Both Philippines and El Salvador are apparently considering to implement DST this year, here are some links: http://story.philippinetimes.com/p.x/ct/9/id/145be20cc6b121c0/cid/3e5bbccc730d258c/ http://www.manilastandardtoday.com/?page=politics02_april26_2006 http://www.worldtimezone.com/dst_news/dst_news_elsalvador01.html Since we have no confirmation of these, no changes are made in the data yet. * Wisconsin apparently has started DST one hour early, as an ongoing practice for many years behind, according to Larry M. Smith, who quotes this document: http://www.legis.state.wi.us/statutes/Stat0175.pdf Thanks to Larry for this info! I have changed the "USA - Wisconsin" entries in WTE to start at 1:00 instead of at 2:00.
