Time zone changes from version 2006b2 to 2006b3:

I told you back in 2006b1.txt to keep an eye on Tunisia,
Haiti and Nicaragua, which had all observed DST last year
but apparently didn't continue this year. Now it is 
confirmed on
http://www.tap.info.tn/en/index.php?option=com_content&task=view&id=1188
that Tunisia is observing DST this year, and we have 
confirmation from other sources that the intention is to 
continue the following years.
