Time zone changes from version 2006b1 to 2006b2: Date : Wednesday March 22, 2006 at 23:00 CST! File : 2006b2.txt World Time Explorer is going shareware! That is probably not good news for the current users, but recent changes have made me take this decision. You can see the rest of the story in the previous timezone change text, which can be viewed from http://www.worldtimeexplorer.com/2006b1.txt which also mentions 10 other timezone rule changes for different countries this year (and 2007). This new version of timezone tables is simply to get Iran right, with a swift decision apparently on Sunday March 19 (the same date version 2006b1 was released!) the iranian cabinet decided to abandon DST for this year and possibly future years. See http://www.irna.ir/en/news/view/line-17/0603193812164948.htm about the decision. This means that WTE wrongly has had Iran on DST for about 8.5 hours when this timezone change 2006b2 is published. I also want to mention that Sri Lanka will change from GMT+6 to GMT+5.5 like India, on the 13.th. of April at midnight, or 14.th. of April at 0:00 setting the clock half an hour back. This can't easily be implemented in WTE except for current DST for Sri Lanka, which is not correct. Instead I will upload a new timezone table version shortly prior to the change. In the new version of WTE (shareware) this should not be a problem, I can submit planned GMT offset changes in advance.
